the government and all businesses from a little grocery to huge companies
without taking additional money from the government pocket. Everything

THE NEW REFORM
OR HOW WE STARTED

At the beginning we started from one reform: traditional medicine and pharmaceutical industry: the new way without the breaks. Then we understood that it required two more reforms : political and economical. Thus, we combined three reforms in one united system: Reform THREE-IN-ONE. This history is about the first reform. Our company T-UP Biosystems, Inc. uses in its practice a combination
of mainstream and alternative medicines, as do many other companies
in this field. As all the companies and doctors who want to use
in their practice both methods of traditional and alternative
medicines, we are facing many challenges and problems. We have
found the way to overcome them, but the methods, which are used
by us, as by many other companies, are not the very best for the
patient. |
Our task is to make alternative products equally available for doctors use, if they deem it necessary. The approval of alternative methods is required for the purpose of public safety. In order to approve an alternative product as a drug and allow it to become an equal substitute for a traditional drug, we are proposing to use the statistics and results from many years of safe use by nontraditional medical practitioners or the results of such use in other countries, if the tests are approved by officials of that country. This is a reliable source for the decision-making process, if the product in question has been used for a long time and has already passed through a testing period and has proven its effectiveness on many people. Otherwise alternative medicine and the peoples' health will suffer, since the further use of chemicals in our lives, as statistics show, could result in the improper functioning of our bodies. Those natural products which are nontoxic and do not cause side effects should have equal exposure along with traditional drugs and be prescribed for the treatment of the same diseases. We would like to achieve the following results:

CONCISE DESCRIPTION OF REFORM - THREE-IN-ONE

Most of us live with the expectation of something better. That
is why we believe in "once upon a time" and that somebody
may shower us with the fulfillment of all our best hopes. Unfortunately,
this difficult task cannot be carried out by God or aliens, but
only by a country's leader. It happens that humble laymen, time
after time, will elect the one who can most beautifully tell a
folk tale about how his magic words will turn to an endless source
of plenty. Americans often mistakenly, but persistently, continue
to believe in kind Uncle Sam. Human beings can deny material wealth or life itself for the sake of a somehow attractive idea (for example: the revolution of 1917 in Russia). The worthwhile idea might have such a power over us, like a narcotic over a drug addict, for the sake of which we are ready to do anything! Therefore, the election campaign might be won not by the one who invested more money, but by the one, who invested wisely. That is to say, who has a "worthwhile-for-people" idea in the first place. An idea could be positive or negative. Please recall, for example, how easily German people followed Hitler, who said that Germans - "were the selected nation" and he would make it "the most prosperous nation in the world." Is it worth it, for the sake of political power, to involve citizens in a quagmire? Scarcely! It seems that citizens of this country can receive a better lifestyle using other means. In reality, the fight between competing sides in the presidential election is not a war of money, but ideas. The main question for a party leader is a matter of choosing the right idea for people's minds. Imagine two presidential candidates. One of them stakes his election campaign on health reform, the other one - on economic reform. Suppose that both programs are equally good, the question is which one will win. Before the proper answer can be given, a decision should be made about what the No. 1 priority is in the minds of the constituents: health or economy. For the government, it is economy. But for the population, according
to public opinion, personal health is much closer to the soul
than common economy. If you are healthy, you can work and make
money. No health - no money! Of course, it does not mean that
the economy is not important to them, just that the priority of
health programs stands higher. Compare the number of people with
economic priorities in the political consciousness, to those who
consider their prosperity dependant on health, and the rest will
follow. |
A relatively small percentage of the American population will vote for the candidate who has a stronger economic platform, and the remaining majority...? The one who builds his election campaign on health reform is, therefore, destined for success and in principle can't lose (on condition that the programs of both candidates are equal in value or the program for Health Reform is better). If somebody states that the majority of people are interested in the economy, but not in health, since not all people have health problems, I answer, that the most important and cherished human possession is life itself, duration of which directly depends on the health of the person. Economic priority could be more important in the minds of constituents only under one circumstance - when none of the candidates promotes Health Reform. As soon as the idea of health improvement appears, it will immediately shove from the pedestal all motley economic pretenders to the throne. Take for example how President Clinton's unsuccessful attempt at Health Reform brought about a very successful inauguration.
Unlike other reforms which do not require system changes, we propose to start from the most important part of our life - HEALTH and link it with ECONOMICS and POLITICS in one indivisible entity. This sequence from main to secondary will have priority in any mind instead of main in a secondary place. It means that people not only will elect this reform with its leader, but also will sincerely support it. (An analogous example - imagine, that you need to repair your door. One type of a handyman will take away the door, and only then will start to think which door is better for the replacement and where to buy it. There is another type of a handyman, who always starts to do the job only in the case he has the necessary replacement. Which type of a handyman will you prefer? The same rules of success will apply to political leaders). |
Prerequisite for Reform-Three in One:

1. An improvement in provided health care should not have direct dependency on the amount of money invested in medicine. 2. It is easier and better to improve the organization of medicine by the removal of obstacles in the way of it's development rather than trying to repair a badly working car by supplying it with superior gasoline. 3. One of the restraints on the development of American medicine is that American doctors don't have the legal right to treat patients in the way they may consider necessary. For example, a doctor (M.D.) does not have a legal right to prescribe medicines, which have been approved as effective medications in other countries, but not in the USA; that usually means products produced from natural sources. There are other limitations and restrictions for the methods and means of treatment, which would be able to improve the health conditions of patients in comprehensive therapy. 4. We can judge the approach of the traditional medicine from an article published in Health Breakthroughs magazine in the Winter issue, 1997 (page 8), by Dr. William C. Douglass, M.D.: "Indeed, side effects from drugs put an estimated 1.6 million people in the hospital every year." Another doctor, David Williams says: "160,000 people die each year because of adverse reactions to prescription drugs." 5. Why do doctors avoid prescribing non-FDA approved medications and methods of treatment? It seems that a response to all doctors could be made by quoting just one doctor, who wanted to remain anonymous: "We all know that drugs don't cure; patients need natural or other nontoxic methods of treatment, but we are afraid to say anything about it, because there is an unwritten rule, that a doctor must treat only with drugs and that doctors, who don't think so, will have big problems with medical establishments and the FDA." Fortunately, not all doctors are chickens, but unfortunately not all the brave doctors are without trouble. It is not only ridiculous, but tragic, that a doctor who saves a hopelessly ill patient's life by a treatment method, not approved by the FDA, could get a jail sentence instead of "thanks" by the FDA. Do you ever ask why the FDA takes away the last hope from the hopeless? Maybe, because "no enemy can bring more harm than your own friend." That fact is known to Europeans, all great dynasties where founded by foreigners, and our great country USA was not founded by Native Americans, but by foreigners. 6. The time has now come to abolish preposterous laws depriving
a patient of the human rights to get any treatment which would improve
health or save his life. This is obvious not only to doctors but
to pharmaceutical firms and possibly even to the FDA, which is the
involuntary executor of very old and worthless laws. Unfortunately, the authors were short of $10,000,000 in order to satisfy the curiosity of the FDA regarding the effect of products from Aloe on dogs. Well, not everybody knows that "it isn't necessary to make a trip around the world just to learn that all the sky is blue." So cats can still meow for a long time by receiving the injections of a product derived from Aloe, but dogs afflicted with the same diseases as cats might not have the opportunity to yelp much longer until they get, from the FDA, the equal rights to be treated like cats. What is the reason for this absurdity? There are "robots in human skin with very old non-upgraded programs. But those researchers, who wish to open those robot's eyes to the new world do not suspect the truth, that regrettably, those robots also suffer from blindness and deafness" and in principle, can not make proper or informed decisions. It's hard to believe, but let's look at one more example. In many commonly available public sources, such as articles, books and the Internet, it has been shown that the FDA, in 1994, gave permission to start clinical trials of products from Aloe on cancer and AIDS patients. But according to the opinion of the FDA officials, they later believed that they acted correctly by prohibiting the spread of information about those trials. Evidently, such interpretation of the freedom of speech is fully justified by the FDA, and the promulgation of true data about how the products from Aloe really acted on the patients, could indeed jeopardize the security of our country. Maybe, we need to delve further and establish very tight censorship on the information from Russia, where since 1957 the Ministry of Health permitted injections of Aloe to be administered to patients. It's probably too dangerous to know, that Aloe injections, which have been used for many years, never harmed anybody. One more story. Please, tell me: does it make any logical sense
to spend a few million dollars to prove that practically proved,
safe natural remedy cannot be more dangerous than a toxic drug?
If your company does not have a superfluous couple millions of dollars
to protect yourself in the court from attacks to obvious justice
- your company should agree that white is black. Some companies,
for example, 'Life Extension', still have money to fight for fairness,
but we are asking our government: is it really the best way to spend
bags of money for the argument that everyone has the right to tell
the truth and should not be forced to lie. Don't laugh: 'Life Extension'
has long history of suffering from the FDA and spent millions of
dollars in courts, because they assert that the FDA should follow
the First Amendment of the United States Constitution (freedom of
speech) and they hardly won. 'Life Extension's' point of view that
to tell the truthful scientific facts to save many lives is right,
but the FDA did not agreed. It's unbelievable but true! You probably
could resolve this issue for much less money. Maybe there was a
better application for those millions of dollars? |
7. All questions of how and
with what to treat a patient are under the jurisdiction of the FDA,
which has become unsupervised and appears to be a country within a
country, with very peculiar policies about what is useful for health.
For example, for the entire history of the FDA, this organization
decided that among all natural products, only oatmeal and vitamin
C are harmless and useful for health, which were approved for traditional
medical use (one can make medical claims on those products). But there are more than 97 powerful remedies the FDA Doesn't Want You To Know About. Those remedies could possibly resolve health problems for many Americans and possibly even save many lives. But instead, 102 out of 198 drugs approved by the FDA between 1978 and 1986 had "serious post-approval risks such as heart failure...convulsions...kidney and liver failure...birth defects and blindness" (reported by the General Accounting Office).
By the way the FDA approved chemotherapy (a real poison) as a treatment method, so the conclusion could be made, that the FDA gives the go-ahead for only those medications, which are toxic. Maybe the FDA figures that there are too many Americans? 8. Do we actually need the New Reform now? Look at the overall picture-puzzle collected from the Fact Database of Health Breakthroughs magazine (Winter 1997) and judge for yourself:
There is only one way to prevent anarchy in drug approval and regulations - create an alternate organization to the FDA, able to control the FDA. Unlimited power always has a single ending - tyranny. It seems that the FDA can wait for a New Reform endlessly, but our HEALTH? If only it were now - (if only it could be caught now, it would be caught in time). For example, today everyone knows that chlorinated drinking water is dangerous to your health. But in 1979, when Dr. Douglass reported this fact, the local medical society called him "irresponsible and unprofessional." If they thought they were right and did nothing, then were they thinking at all?
Our mistakes can cost much more than diamonds, when we have ignorance as the argument. More expensive words can be only words of the most important person (president of a country, etc.): "I never heard about this; therefore, it is not true." Sometimes it's too regrettable, that real troubles that we made don't accept our excuses. 9. It seems strange - this is not only a health problem of the nation, but actually a political and economic problem as well (three in one: health, politics and economy). Why spend millions upon millions of dollars and many years for approval of only one medication, if this medication was already approved in other countries a long time ago? It would be better to spend this money in a much more useful fashion, other than redundant research! |
What should be done:
|
a. It is necessary to simplify the process of approbation for medications, which undergo an approval process similar to the American standards in other countries and are successfully used by those countries for many years. This measure, by itself, will cut down expenses for approval from millions to thousands of dollars. b. Patients for whom those medications are effective, and legally permitted, can benefit from it during their lifetime. c. To give permission to doctors (specifically M.D's.) the right to use, as main or auxiliary, medications which are known as nontoxic, but still don't have FDA approval, with the patients' consent. To create and establish new laws permitting the use of unapproved nontoxic medications in the USA as official approbation under special circumstances. This will allow the government to get the effect of "collective approbation" when the results of medical practice of doctors from different clinics are united for legal approval of medications by a new system of the FDA without additional government spending. d. To establish an International or a World Organization similar to the FDA and combine it with the International Currency Fund, for the cases requiring huge investments for the testing of new medications or methods of treatment. This financial burden could be divided between a few countries or all countries of the world. Those countries would have joint permission to utilize the results of such collaboration. e. To create a law or to add to the Constitution the right of each citizen of the USA to get any necessary treatment which may restore health, and to choose any doctor who is able to correctly apply this method of treatment under supervision of proposed new health system (Reform Three-in-One). f. As "a first corner stone in the foundation" of a new reform to make New York City/State a "Free Medical Zone," in which a doctor will have the legal right to prescribe any necessary medications to patients. This measure will increase the flow of capital to New York and will delete the necessity of obtaining treatment in Mexico or other countries, spending thousands of dollars, when the same remedies will become available in American (New York City's) clinics under the supervision of qualified doctors for the same or less money. Additionally, this measure will attract (to New York City) the best doctors, not only from the USA, but from all over the World! When given the legal chance to use natural or other nontoxic methods of treatment, they will probably be able to cure any disease. New York City can become famous as the medical capital of the world for treatment of all diseases. It seems that this inexpensive measure would become quite a strong magnet for many Americans and foreigners and will yield huge financial returns. By comparison with other means of attracting capital to our City/State it will also bring innumerable health benefits for everybody. g. Upon the official request from American medical clinics, medical doctors from other countries, specializing in methods of treatment not used in the USA, should get automatic legal permission for medical practice in USA, using this method of treatment. It is not practical and doesn't make much sense to force an M.D. from another country to spend at least a few years to get legal permission to treat patients with the method he brought from his motherland to teach American doctors. The medical establishment which invites such a foreign colleague to this country should assume the responsibility for providing the translation services, the adequate insurance policy, etc. This measure can improve the level of common health care in the USA. h. To achieve changes in obsolete FDA laws which limit doctors in the selection of means and methods of treatment, and by implementing those changes on the level of government. i. To obligate the insurance companies to cover and compensate such new innovations and approved means and methods of treatment. This measure will help to dilute hostility towards new innovations from major pharmaceutical companies, because of their possession of the most current technological advances and ability to invest huge sums of money in their development. Such companies could quickly reorganize for the production of new (nontoxic) substances, which will be covered by insurance. For example, an article published in Future Cures magazine in the November issue of 1997 (page 4), says the following: "Heart disease alone has become a $50 billion-a-year industry. Prescription drugs are a $38 billion business". Pharmaceutical companies can not make money from non-FDA approved medications. You do not have to be the smartest man in the world to suppose that pharmaceutical companies and the FDA are inseparable friends, which inspire deadly fear in all manufacturers producing non-FDA approved products.

With this "the best" law (probably, taken directly from Dark Stalin's time) the FDA has rights to put in jail or out of business any manufacturer, if the FDA thinks that thoughts could arrear in the imagination of some nonexistent consumers. In order to avoid national anger, the FDA does not hurt each manufacturer of natural products; the FDA tortures only those who manufacture really working remedies. Why? Because those natural remedies work faster and better than drugs. And so? The FDA is thinking, if the people will prefer safe natural remedies to toxic drugs - who will continue to waist their own money to buy some kind of a poison from pharmaceutical companies? Well, the FDA puts all their effort to "play the best music" for those who order it and don't care about those who are "listening." If we will continue just to watch the FDA's actions quietly - a next generation of the FDA would rather sue Mother Nature itself for its recommendation to use for animal's treatment the natural remedies only, because it will very much confuse domestic pets, which use only pharmaceutical drugs plus the FDA approved food and therefore live 10-15 years less than the same wild animals. The FDA believes that domestic pets as well as a human beings should not know about the better treatment available (natural) and food. It would be rather good to shift the FDA priority from fattening the wallets of pharmaceutical companies to the health care of Americans. Former commissioner of the FDA, Dr. Herbert Ley completely agrees with this: "The thing that bugs me is that the people think the FDA is protecting them. It isn't. What the FDA is doing and what the public thinks it's doing are as different as night and day." But if a new law will give medical freedom, then pharmaceutical companies will be able to make money from currently non approved products. What sense would it make to resist a natural drug industry? When the New Reform comes alive, people from all over the world will see a miracle as pharmaceutical companies turn America into a world leader of Natural Pharmaceuticals, as pharmaceutical companies reactivate dead farmland and put farms back into healthy profitable business. Farm equipment will be more heavily utilized, keeping that industry healthier. No more government money will be spent to prevent farmers from growing crops decreasing the market value of produce. j. To defend small businesses manufacturing natural substances from bankruptcy caused by reorganized pharmaceutical giants, establish an association regulating interrelation between traditional and new methods of treatment. To balance the rights of this association and the FDA so that they could have a mutual control of each other in order "not to go overboard" in their actions. Therefore, the new health care will become self-regulating (without the necessity of special government structures to control both organizations). There is the project of maintaining and supporting such an organization without government subsidies. It will use "a fool proof" program to exclude charlatans, ignoramuses from science, workers with hidden mental diseases, etc. This project represents a very concise narrative of proposed New Reform - Three-in-One. Each described item has a thorough explanation on how to accomplish it in all spheres of real life. Those proposals could be presented when the real necessity to use them arises. New Reform has advantages in comparison with other projects because it really could be started today and will give positive results. This reform pertains not only to health, it obviously helps to improve the economic condition of the country. By starting and implementing this reform in New York City/State, public opinion about which party the population will trust most will be set because people believe more in deeds than in words. There is no reason in the world which could justify or explain the violation of human rights. Better health cannot be taken away from the individual. There should be no reason to deny the right of a sick person to be treated with any means available, whatever the individual chooses and needs (under control of doctors provided by new health system - Reform Three-in-One). It should be the constitutional right of every human being! This is a true right, which is part of the democratic freedom which we all proudly cherish in our country and must not give up under any circumstances. The mistakes in governmental laws inherited from the past must be corrected for the sake of better present and future generations. The time has come for a true leader of our country to prioritize the importance of this vital issue and to correct it.
